They already decided to ousted, both, Ali and Muawiya. Abu Musa came to front and announced that he is decided to ousted Ali. Then he invited Amr to announce his decision, Amr came to front and announced that he also supported the decision of Abu Musa and said really Ali is eligible to ousted but my decision is to keep Muawiya maintained.
